Job Ad & Profile Description

Position : Civil and Gender Affairs Adviser

The Civil and Gender Affairs Adviser will actively support CTSAMVM monitoring, verifying and reporting the development of social and civic conditions conducive to sustainable Permanent Ceasefire, supporting the parties’ signatories of the Peace Agreement, promoting popular engagement and confidence in the Permanent Ceasefire.

The Adviser will be based in the Juba Headquarter of the Ceasefire and Transitional Security Arrangements Monitoring Mechanism (CTSAMVM). The Civil Affairs Adviser’s role is to strengthen CTSAMVM’s capacity to collaborate with non-political and non-armed stakeholders in South Sudan in order to improve the effectiveness and sustainability of reporting on the progresses of the implementation of the ACOH/ARCSS. Civic stakeholders include: faith-based organizations, traditional authorities, all levels of government (including in opposition areas), non-governmental organizations (NGOs), civil society organizations (CSOs), UN and international organisations, women’s groups, youth groups, and civilian security forces such as police, fire-fighters and prison guards etc.

The Adviser will report to the Chairman of CTSAMVM and will work in collaboration with the MVTs, and other CTSAMVM technical teams to establish and maintain contacts with all stakeholders throughout the country, ensuring that MVTs are capturing civic actors inputs and perceptions on the status of the Permanent Ceasefire implementation, at Chapter II of the R-ARCSS.

Specifically, the Civil and Gender Affairs Adviser will fulfil the following tasks:

Conflict management, confidence-building and support to CTSAMVM operations

  • Provide information and analysis for CTSAMVM on political and social incidents, affecting conflict dynamics, including analysis on protection of civilians; with a particular emphasis on causality, involving vulnerable women and youth’s survivors or victims of Permanent Ceasefire violations by the armed forces as stated in R-ARCSS from articles 2.1 to 2.3.5.
  • Contribute to a shared understanding of the CTSAMVM’s mandate amongst local and international Civic Actors in South Sudan, including national civilian security bodies (civilian police, freighters guards etc.) UNs, INGOs, NGOs, civil society organizations etc., through dissemination and awareness raising events on all articles of the Permanent Ceasefire, Chapter II, with special attention to the articles in protection of civilians.
  • Induction/regular trainings of CTSAMVM’s staff as well as signatory parties of the Peace Agreement on monitoring and verifying the impact of the conflict on Civil Actors, especially women, children and other vulnerable members of society;
  • In collaboration with other teams of CTSAMVM design tools to improve CTSAMVM capacity to share lessons learned on how to interact/interview civilians on the implementation, monitoring and verification of the Permanent Ceasefire implementation status.
  • Attend and/or represent CTSAMVM at high level decision-making external events, as well as represent internal meeting such as Board Meetings, JMEC Plenary Sessions, and Technical Committee etc.

Required experience / qualifications:

  • She/he must be experienced in working in sensitive and high-profile international operations in high-risk or post-conflict situations. She/he must be capable of interacting with senior international, humanitarian, military, and political actors. She/he must be fluent in the principles and practice of security sector reform and humanitarian and civilian’s affairs, including a gender perspective in all CTSAMVM activities.
  • She/he must be flexible but persistent, resilient and pro-active person able to work and interact in a multinational, military, multi-agency, and hostile environment.
  • Advanced degree in international cooperation, humanitarian affairs, political science and/or international human rights studies or a related discipline – or significant experience in this field
  • Consolidated work experience in team management and senior advisory roles
  • Expertise in engaging with civil society organizations, military forces, UNs agencies, INGOs, NGOs, local governments, in war and post-war country
  • Previous relevant work experience with Civic Actors in South Sudan is desirable
  • Knowledge of international humanitarian, and human rights low, peacekeeping and peace monitoring mechanisms in the region
  • Experience of providing training to military and no military staff
  • Expertise in report writing, data and trend analysis
  • Fluent in English, a must, knowledge of Arabic or Dinka, Nuer languages desirable
  • Computer Literate.
