Position : Generalist Field Officer

Purpose

The Generalist Field Officer (GFO) is the adviser to the Head of Sub-Delegation (HoSD) and contributes to establishing the strategic orientations of the Sub-Delegation (SD), the planning and implementation of humanitarian responses in the AoR, the monitoring and analysis of the general, conflict, political, humanitarian, and social situation, and the appropriate security management.

The GFO supports the implementation of the delegation’s and SD’s priorities and orientations as regards protection and prevention driven humanitarian responses aiming at strengthening the resilience of affected communities. For that purpose, s/he interacts appropriately with the operational and support departments to ensure the efficiency of the field operations and their effectiveness.

The GFO is the focal point for the networking and representation of the ICRC with civilian as well as traditional authorities and supports the colleagues in the Protection and Prevention dialogue with security forces and other weapon bearers.

The GFO can be assigned programme and team management responsibilities, depending on skills, capacities, and interests.

 

Functional Responsibilities

  • Contributes to the design/orientations of the programs and projects, implements and follows-up various field activities, with a greater degree of autonomy, in accordance with objectives;
  • Collects, compiles, translates/interprets information in relation with the projects and writes related reports
  • Monitors the humanitarian environment and needs, analyses the socio-economic, cultural and political environment relevant to the ICRC at local and/or national levels. Shares relevant information with colleagues and reports any change in the situation
  • Identifies the main security risks, sets up relevant reporting and evaluation systems of security incidents, threats and trends, advising the structure's management on any security-related events that could have an impact on ICRC's activities and staff or require a changes to security framework. Follows up accordingly
  • Develops and maintains contacts with local or national stakeholders
  • Participates to and carries out field missions independently
  • Ensures administrative and financial follow up
  • May participate in internal and external sessions or briefings on ICRC field activities,
  • May manage staff
  • Ensures contacts with various relevant interlocutors in the field allowing acceptance of and safe access for the ICRC teams operating in the areas
  • Monitors the security situation in the SD’s AoR with various sources and improves and keeps updated adequate monitoring tools
  • Reports in due time to the HoSD and concerned persons on any security threat or incident (potentially) affecting the SD and advises management in decision making
  • Supports the HoSD in the management of security incidents, notably through contacts with relevant authorities
  • In coordination with the HoSD, drafts and updates security regulations, and coaches field teams on security management issues
Required profile for job ad : Generalist Field Officer
  • High school or University degree or relevant professional experience;
  • Fluent knowledge of English and Arabic.
  • Computer literacy
  • Valid manual driving license
  • Typically 10+ years of  confirmed relevant internal / external experience contributing to projects and programs in similar fields.
