Position : Learning & Knowledge Management Specialist, USAID

Project Summary

The Monitoring, Evaluation and Learning Support (MELS) activity supports the Mission’s implementation of USAID/South Sudan’s Strategic Framework (2020-2024) through effective monitoring and evaluation processes in support of adaptive management and ensuring alignment with the USAID Program Cycle, as well as supporting the Mission’s organizational learning and knowledge management agenda. The MELS activity serves as the Mission’s primary mechanism for monitoring, evaluation, and learning and adaptive management services for ongoing activities and programs. In a dynamic operating environment, MELS provides USAID/South Sudan with flexible, demand-driven technical, analytic, and advisory support in order to strengthen collaboration, learning and adapting (CLA); train and build the capacity of USAID staff with a particular focus on Foreign Service Nationals (FSN); promote institutional memory; produce monitoring, evaluation, learning products as appropriate; strengthen knowledge management and organizational learning (KMOL), organizational effectiveness and operational efficiency; and strengthen data-driven decision-making through an efficient use of GIS and other innovative spatial analysis.

Position Summary

The Learning & Knowledge Management Specialist will work with the communities and the USAID/South Sudan’s flagship Implementing Partners (IPs) to identify indicators for the community scorecards, regularly convening meetings involving the two stakeholders to assess progress toward mutually agreed milestones and targets. The scorecards will assess IP delivery in accordance with county priorities and coordination between IPs. They will also work with the Mission Resilience Unit to provide backbone coordination services aimed at promoting sequencing, layering, and integration of activities in the priority counties, including coordination between humanitarian assistance (HA) and development assistance (DA) providers. This is a Long-Term Technical Assistance (LTTA) position based in Juba, South Sudan.

Responsibilities

  • Lead the CLA functions of MELS.
  • Act as strategic advisor and make recommendations to the Mission for all matters related to learning and knowledge management activities.
  • Serve as a primary liaison with Policy Link activities.
  • Establish and maintain data-sharing and learning hubs in all target areas.
  • Facilitate the practical application of knowledge resulting from monitoring and evaluations (M&E) and learning activities for USAID/MELS as well as other sources.
  • Supervise MELS community coordinators to implement the community scorecards.
  • Promote partnerships with IPs/CPs to systematize and disseminate relevant knowledge.
  • Conduct primary survey data collection for participatory MEL.
  • Provide necessary MEL training to the target area stakeholders to enhance effective data collection.
  • Conduct evaluations of knowledge and learning activities and promote effective use of evaluation results.
  • Coordinate technical and administrative/logistical aspects of the production or delivery of knowledge and learning activities.
  • Perform any other duties as assigned by the Deputy Chief of Party as needed.

Qualifications

  • Bachelor’s degree in a social science or relevant field required, Master’s degree in Strategic Learning and Knowledge Management International Development, Economics, Public Policy, Statistics, and/or another relevant field is preferred.
  • Minimum of five years of progressively more responsible experience in the M&E systems, learning approaches, workshop facilitation, and technical assistance.
  • Previous experience working in community-led development work in South Sudan.
  • Demonstrated understanding of the South Sudanese social, cultural political and economic landscape.
  • Previous experience working with USAID or other donor-funded projects preferred.
  • Strong written and verbal communication skills.
  • Demonstrated critical thinking and analytical skills, including exceptional attention to detail.
  • Strong team player with ability to meet tight deadlines.
  • Fluency in English is required.
  • Fluency one or more local languages is preferred.
