Job Ad & Profile Description

Position : Manager: Rapid Response Coordination (RRC)

The manager is responsible for responding to member’s needs identified through Country programmes or direct member requests, managing delivery of rapid response support in real time, managing and co-ordinating the outsourced technical experts and managing the delivery and impact of the support provided.


Activities :


Section Management, Risk and Reporting


  • To draft and deliver Rapid Response (RR) ad-hoc reports by defining template, gathering data, checking for accuracy and completeness and submitting in required format as required
  •  To provide input and support with organisational audit processes and queries by gathering required information, collating, confirming for accuracy and completeness and submitting by defined deadline
  • To identify and monitor RR risks and develop and maintain a risk register by conducting risk assessments, identifying risks, rating as per defined risk profiling, adding to risk register and implementing mitigating actions as required and scheduled
  • To contribute to the development, review and make recommendations on revising the RR policies and procedures by evaluating policy against good practice and operational efficiency, recommend changes and enhancements, update policy with approved changes and procedure and submit for approval annually
  • To enhance and improve RR systems by identifying systems failures and inefficiencies, evaluating whole and partial system amendments, implementing changes, updating operational systems documentation, upskilling staff and monitoring improvement at all times
  • To monitor adherence to RR standards by gathering information, applying and evaluating against standards, monitoring compliance and delivery against standards and addressing issues at all times


Rapid Response Request Management

  • To liaise with CP and RM teams and receive and process requests requiring rapid response by scheduling RR meetings with CP and RM teams, receiving requests, logging, managing those resources are allocated and managing delivery of RR request completion as required
  • To manage requests for support process by developing request application system, building mutually respectful relationships with internal departments referring requests, implementing feedback cycles on requests received and status and managing transfer of information to support other internal departments providing feedback to stakeholders on requests as per agreed deadlines  
  • To manage the selection of rapid response support to be provided by managing the assessment of requests received, prioritisation and rating of urgency, evaluation of available capacity and resources and approval of requests and allocation to the Rapid Response programme within approved turnaround time
  • To manage the appointment of rapid response technical experts to provide support by managing that the support scope is clearly defined and allocated in the budget, appropriate rapid response team members are allocated, and the compliant appointment administration (e.g., NDA, Technical Expert Contract, Oath Secrecy etc.) is completed within agreed deadlines
  • To manage the delivery of the support provided by tracking costs against budgeted costs, evaluating support provided, reviewing feedback from support recipients and addressing non-performance within programme timelines
  • To build and implement the rapid response team knowledge sharing processes by developing communication framework to share findings, new information and insights, implement across team and manage efficient use of knowledge in selecting and providing support to requests at least quarterly
  • To manage compliance with governance standards by coordinating the teams conducting technical audits, identifying non-compliance, addressing issues and monitoring compliance at all times
  • To manage support request closure by tracking RR intervention progress, managing resource allocation, addressing issues and concerns and managing delivery to RR scope and standards at all times
  • To manage the ATAF reputation by applying service standards and service framework, implementing reputation management plans and processes and addressing concerns as required.


Rapid Response Technical Expert Management

  • To manage rapid response stakeholder engagement by implementing operating frameworks, implementing service standards and frameworks and managing delivery monthly
  • To liaise with manager CP to source and appoint rapid response technical experts by defining role requirements, sourcing potential applicants, conducting interviews, engaging and submitting technical expert approval pack to Executive Secretary for appointment within agreed deadlines
  • To onboard and induct rapid response technical experts by defining performance and delivery standards, and managing inputting of specific deliverables in their contracts in conjunction with CP and to facilitate existing ATAF procurement procedures within deadlines  
  • To manage fair allocation of RR needs to technical experts by developing the work allocation framework, implementing and managing compliance monthly
  • To manage the RR technical database by defining the database parameters, building database, managing it is populated and maintained at compliant standards and managing security and access to experts’ information at all times
  • To manage experts’ performance by engaging with members that received support, monitoring quality of delivery and addressing areas of excellence and non-performance with experts within agreed turnaround
  • To terminate non-performing experts’ contracts by gathering evidence, engaging with the said experts, addressing issues, and updating the technical expert database within deadline


Stakeholder Engagement

  • To build sustainable and resilient relationships with technical experts, members and stakeholders by utilising opportunities that are presented, building the ATAF profile with relevant stakeholders and managing the delivery of solutions on an ongoing basis.
  • To manage resolution of member and stakeholder concerns and issues by addressing, implementing solutions, communicating and resolving issues within agreed deadline
  • To build ATAF’s credibility and reputation in the sector through conducting presentations, networking with key players, publishing articles and engaging in industry debate and discussion as required


Staff Management

  • To resource the team by defining requirements, recruiting, selecting and appointing staff, planning and managing implementation of induction and managing probation periods as required
  • To develop staff by understanding growth and learning requirements, supporting implementation of learning, tracking learning impact and providing feedback as required
  • To manage performance by defining performance expectations, monitoring performance and providing feedback to staff, addressing areas of concern and monitoring performance improvements as monthly and as required
  • To implement HR policies and procedures by tracking compliance, identifying areas for improvement and implementing corrective action as required
Required profile for job ad : Manager: Rapid Response Coordination (RRC)



  • A master’s degree in accounting, Audit, Economics, or any related degree
  • 3-5 years’ technical expert management experience
  • 5-7 years’ experience in Tax systems
  • 7-10 years’ experience in Auditing
  • Minimum of 5 years of demonstrated work experience in project/program management, preferably in an international organisation.
  • Ability to manage effectively tasks of various sizes, from small to complex, and simultaneous competing demands, and to deliver on time.
  • Good report writing skills.
  • Strong project management skills, with good time management.
  • Fluency in English is a requirement.
  • Ability to communicate in Portuguese, Arabic and / or French is an advantage
  • Must have a driver’s license is preferred.
  • Must be able to travel locally and internationally
