Position : Movement Cooperation Specialist

Purpose

Movement Cooperation Specialist shall work closely with the SSRC, Movement Partners and ICRC thematic departments to contribute to developing and implementing the Movement Cooperation objectives, specifically by carrying out General Support towards capacity building of South Sudan Red Cross and other Movement partners in the area of Movement coordination and support services. The Movement Cooperation Specialist contributes in institutional dialogue with the SSRC, with a particular emphasis on the Partnership Framework Agreement, Financial Agreement, MCA, etc. and on the implementation of the PfR.

 

Functional Responsibilities

  • Contributes to the implementation of the Partnership Framework Agreement (PFA), Country Support Services Agreement (CSSA), Movement Operational Coordination (MOC) and Security Agreement signed between the ICRC and the SSRC, PNSs and IFRC by working closely with partners to ensure the implementation of procedures/policies; contributes to develop the partnership skills of the ICRC and Movement partners, as well as partnership agreements.
  • Identifies the SSRC’s strengths and weaknesses to better set strategy and objectives for capacity-building in area of Movement Coordination and support services.
  • Takes joint monitoring field trips to the field locations to prepare and carry on joint assessments and/or contribute to SSRC capacity-building.
  • With support of line manager maintains an open line of communication with SSRC, PNSs and IFRC’s technical staff on Movement Coordination and support related matters.
  • Cooperates closely with SSRC, PNS, IFRC and ICRC technical departments in the organization of meetings, seminars, training sessions and workshops related to MOC, SMCC files, includes draft of programme.
  • Contribute to Cooperation reports in general (biweekly highlights, Quarterly Reports, etc.).
  • Follow up of narrative program reports from the SSRC and partners when necessary.
  • Fully understands ICRC financial rules and procedures and provides proper information to other departments and SSRC. Also, whenever required conduct training/orientation session on ICRC-SSRC financial rules and procedures to the SSRC staff at branch level.
  • Maintains and updates data/statistics records of the Movement Coordination, support provided to SSRC, PNSs and IFRC.
  • Takes an active part in the preparation, the finalization, the implementation and the reporting of the annual PfR and its related budgets
  • In absence of line manager s/he supports the Cooperation Department, Finance officer and Movement Cooperation officer 2 in their day-to-day tasks,
  • Conduct field visits to ICRC sub-structures, SSRC branches and units to develop knowledge on operational activities/responses and to support cooperation officer and SSRC whenever required.
  • Assists the Cooperation team on the conception, implementation and tracking of ICRC/ SSRC supported projects/infrastructure
  • Follow-up on daily administrative activities of the Cooperation Department in relationship to the Operational Departments and the SSRC.
  • Support on a weekly basis the preparation of the Movement Tracking Table relating to Assistance & Relief delivered in SSUD.
  • If needed, undertakes new responsibilities as the Cooperation file evolves in new streams of activities.
  • Attends SSRC – ICRC Operational, Technical Coordination, MOC, Support Services and SMCC meetings and ensures the implementation of the decisions taken by the meeting in closes consultation with s/he line manager and Cooperation Coordinator.
  • Interact with Branch Development Delegate and Movement Cooperation Operation team on NSD/BD, SAF and Emergency Preparedness and Response related matters.
  • Monitors the Administrative Cooperation team staff in their support to all sections of the department, while ensuring effective performance and accountability.

Requirements

  • Bachelor’s Degree or equivalent higher education degree in financial management, administration and accounting, socio-economic development
  • 4-6 years of experience in, socio-economic development, finances, human rights or similar position in a humanitarian area
  • Excellent English skills and advanced conversational in Arabic
  • Expert level in computer skills
  • Skilled in the following competencies: Networking & Communication; Adapting & Learning; Responsibility & Autonomy; Communication (ability to express views and ideas); Analysis & Synthesis
  • Good knowledge of ICRC mandate, IHL, and of other humanitarian topics an asset
  • Good knowledge of geographically assigned environment
  • Readiness to spend 50% of the time in the field
  • Driving License.
