Position : Security Advisor (1195)

We are looking for a Security Advisor.

About the role: 

This is a 12 month, replacement role with unaccompanied terms based in Juba, South Sudan with frequent travel to field offices, including very remote field sites. The Salary Grade of this position is 4.

You will report directly to the Country Director in Juba and will advise and support Concern’s existing structure of Security Focal Persons (SFPs) and Security Focal Groups (SFGs) and work closely with the programme management in NbeG, Unity and Central Equatoria States.  You will provide incident management capacity, risk analysis, lead on ensuring a safe and secure working environment for our staff in office and project locations in day-to-day operations. In addition, you will provide updated and on-going assessments of project sites and areas of operation and ensure that relevant security information based on analysis is included in project and proposal development.

Your purpose: The South Sudan Security Advisor position is a senior advisory role that will contribute to realize Concern’s strategic objectives in South Sudan in compliance with organizational security standards.

  • You will advise the Country Director, members of the Country Management Team, Area Coordinators / Programme Managers on matters pertaining to the safety and security of Concern staff, premises and project sites, as well as ensure that field SOPs and security assessments of our areas of operation, are continuously updated and relevant.
  • You will support our teams in finding ways to allow us to programme in the difficult and insecure contexts in which we work in South Sudan. 
  • You will work to improve security management practice across Concern, helping to ensure our practice responds to changes in our working environment and that we are practicing, capturing and sharing good practice. 
  • You will develop/maintain policies and procedures that are sensitive to the nature of our work, the needs of our beneficiaries and the objectives of our programme teams.
  • You will take the lead in assisting the SFGs at each field office in developing the best access and acceptance strategy, on-going risk analysis - in accordance with Concern’s basic principle that safety and security involves staff at ALL organizational levels - and will continuously update relevant security- and mitigation measures, adapt them to their specific contexts, and ensure that they are introduced and adhered to by all staff.
  • You will provide support to ensure meticulous and consistent tracking of the movements of staff, according to Concern procedures, and ensuring that turn-around times and reporting schedules are observed and respected by all staff.

You will be responsible for:

Security Reporting security management & capacity-building within the South Sudan team

  • Lead on the annual revision and roll out of the Security Management Plan (SMP)
  • Support Country management team and Area Coordinator with crisis- and incident management
  • Ensure a safe working environment in close cooperation with Area Coordinators and the Systems Director – maintaining high standards of fire safety, security perimeter at all sites and project locations, and liaising with guard companies, etc.
  • Ensure compliance with rules and regulations of the South Sudanese government for all Concern premises – offices, warehouses and field locations.
  • Support the existing security management structure (consisting of SFPs and SFGs at each location) in South Sudan – provide oversight, training and setting goals for and monitoring performance/development of those individuals responsible for security.
  • Ensure regular checks of first aid kits, hibernation kits, working radios and satellite phones, etc.
  • Organise and facilitate regular trainings (internal, as well as trainings provided by external partners, (such as INSO) of SFG members across field locations, organise fire safety trainings, bi-annual fire evacuation drills, etc.
  • Promote the e-learning security courses on Learn365 among all staff and follow up to ensure completion.
  • Conduct security briefings for new arrivals, including visitors and external consultants, on the country programme’s current security posture, security and safety procedures, and relevant contextual information
  • Ensure Security Incidents are reported in a timely manner in SIRT.
  • Ensure lessons are learned and disseminated from the pattern of security incidents captured in SIRT.

Assessment & Analysis

  • Carrying out on-going analysis of developments in the South Sudan context directly impacting on the safety and security of Concern staff, premises and assets
  • Managing and controlling communication with/to Concern staff related to safety and security, incidents, etc.
  • In collaboration with the SFPs / SFGs provide the Country Director, CMT members and Area Advisors with accurate information and analysis that allows them to make swift decisions on security matters and incident management.
  • Planning and carrying out regular access missions and assessments of operational areas and field locations/offices, as well as prospective areas for new programme activities as required
  • Collate and analyse risk analysis material from security focal groups in all field locations

Liaison & Representation

  • Liaise with local authorities, coordinating bodies and other key stakeholders on all matters concerning safety and security.
  • Represent Concern Worldwide in South Sudan at security meetings, access working group, etc.
  • Report to Concern Worldwide’s global security advisor on progress against recommendations and areas marked for improvement during regular visits
  • Build a network with security managers of other organisations and other stakeholders within the field of operational security in South Sudan

Your skills and experience will include:

Education & Qualifications Required:


  • Substantial relevant qualifying experience and training may be considered in lieu of an advanced university degree
  • A minimum of 5 years progressively responsible experience in NGO security risk management in highly insecure contexts
  • Knowledge about NGO work in emergency- and development contexts
  • Must be organized and efficient
  • Ability to remain calm under pressure and communicate effectively in stressful situations
  • Ability to advise, support and communicate with field staff in a consultative, respectful manner
  • Clear understanding and commitment to Humanitarian principles
  • Willingness to travel at short notice, and often in difficult circumstances
  • A sound understanding of gender awareness; sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts


  • Considerable practical experience with planning and implementation of security assessments and procedures in the context of humanitarian operations;
  • Proven ability to influence and negotiate with internal and external audiences including in complex and stressful circumstances
  • Excellent team working and interpersonal skills
  • Excellent written and spoken English;
  • Hostile Environment Security Training/ SSAFE Training/ EU-MSO/UN-Security Management training or similar training will be considered an advantage.
  • Familiarity with IT equipment and HF/VHF radios
  • Previous experience of working in South Sudan
