Job Ad & Profile Description
The Training Officer will be accountable for coordination of all courses under the academy as well as ongoing monitoring and evaluation of the Academy’s delivery in terms of such indicators as penetration, completion, and impact.
Activities :
a. Development of Training Programmes
- To design and develop required training courses according to standard by conducting topic research, preparing thoroughly, aligning with approved accreditation frameworks, agreeing training approach and methodology, developing training and securing sign-off prior to the training date.
- To support the continuous development and relevance of training programmes by identifying training gaps and needs, recommending the applicable training content and platform, developing the training material and implementing according to set timelines.
- To provide advice on potential training, professional development strategies and appropriate training and development interventions by liaising with relevant departments understanding ATAF’s strategic goals, understanding member training needs and identifying where existing training is misaligned or not in existence as required and on an annual basis.
- To facilitate that the competencies required by members are gained by developing curricula and customised learning materials and implementing through preferred training methodology as requested by the Training Manager and within the agreed timelines.
- To market ATAF’s training programmes by coordinating information sessions to engage with members at relevant events, and as required and on an annual basis.
b. Training Delivery
- To manage facilitation of training by allocating access to and delivery of training, responding to queries, preparing training material and communicating with trainees directly as well as via the e-learning platform consistently
- To identify and support external trainers for set programmes, by implementing the sourcing framework, organising refresher courses for selected trainers and advising management on retention schemes regularly
- To involve member countries in the selection and registration of trainees by advising trainee registration goals, facilitating registration, making follow ups and advising on interventions required to meet set registration goals as required and by deadline
- To coordinate and administrate the delivery of training by developing work plans and schedules, facilitating online registrations and managing course evaluations as required and by deadline
- To monitor the performance of all training platforms by tracking the progress of courses and the interaction between trainees and course moderators, documenting challenges faced and liaising with the Training Manager for mitigation as required and by deadline.
c. Accreditation Administration
- To verify alignment with accreditation body standards and frameworks by receiving accreditation requirements, reviewing training content, aligning and amending and submitting for review within timelines.
- To track accreditation progress by maintaining engagement with partner institutions and verifying their accreditation register, ascertaining that they follow up with accreditation bodies, that they implement required amendments and reporting on progress as required and at least annually.
d. Library Management and Reporting
- To manage the ATAF Library by developing and maintaining a system of storing and filing of all content and materials, filing and storing and backing-up in accordance with ATAF IT policy requirements and deadlines.
- To assist in the compiling of training reports by gathering and preparing statistics on delegates and training course outcomes, compiling and submitting for review by set timelines.
- To manage the back end of the online training platform by completing the required administration in uploading training materials, attaching correct metadata and allocating relevant access by deadline.
- To monitor and report on the uptake of the ATAF Library services by gathering information, collating, verifying for accuracy and completeness, developing insights and recommendations on areas for service improvement and submitting quarterly.
- To implement recording, processing and reporting of training by sourcing, implementing and maintaining the appropriate systems on a daily basis.
e. Development and Coordination of African Training Expertise
- To maintain a database of approved trainers, content developers and translators by building relationships with preferred suppliers and regularly updating their skills and availabilities as required and on an annual basis.
- To identify and organise mentorship programmes for potential trainers in member states with a view of obtaining a critical mass of experts on the continent by implementing the selection process, developing a mentoring programme, implementing, measuring training progress and quality and reporting as required and by timelines.
- To coordinate training interventions and new content for Africa by sourcing relevant partner academic institutions and training providers, upskilling on training design and delivery of training interventions and conducting training quality reviews as required and scheduled.
Qualification and experience
- University Degree in Education, Human Resource Development, Knowledge management or other related fields.
- Certified online/eLearning platform user is required.
- Advanced knowledge of Learner Management System/Customer Relationship Management and related applications.
- At least 2-3 years’ experience in training coordination and administration
- At least 3-5 years’ experience in development and delivery of training and facilitation
- Must have experience working for an international organisation that engages with stakeholders across borders.
- Fluency in English is a requirement
- Ability to communicate in Portuguese, Arabic and / or French is an advantage
The Training Officer shall be engaged on full-time basis. S/he will be appointed for a period of 36 months from 01 July 2023 to 31 December 2025 with the possibility of extension subject to performance and availability of funding.
